IDIQ Program Manager

Place of Performance: Onsite at the United States Coast Guard (USCG) Headquarters (HQ) (2703 Martin Luther King Jr. Ave SE, Washington, DC 20593)

The Program Manager for the USCG Joint Requirements Integration and Management System (JRIMS) Capabilities Documents Indefinite Delivery Indefinite Quantity (IDIQ) contract will serve as the central point of contact (POC) for the Government regarding all IDIQ contract level and/or program-wide technical issues. They will represent CORTEK at all IDIQ contract post-award status meetings, resolve all IDIQ contract issues, and provide comprehensive contract and program management support. The Program Manager will be responsible for overall contract performance and may also perform under Task Orders, with a specific Task Order covering the Program Manager's duties.

Duties:

  • Provide overall leadership and guidance for all contractor personnel assigned to the task order.

  • Assign tasks to contractor personnel, supervise ongoing business and technical efforts, and manage overall task order performance.

  • Manage the client interface at the Contracting Officer's Technical Representative (COTR) level, serving as the point of contact with the client and performing day-to-day management of contract execution.

  • Establish and maintain technical and financial reports demonstrating project progress, delegate responsibilities to subordinates, and oversee successful contract/task order completion.

  • Ensure senior-level management within the client organization is aware of the overall program status, including all relevant projects and their potential impact on higher-level organizational strategic vision.

  • Support the management of current operations by delivering products that facilitate the development of operational strategies.

  • Manage USCG mission analysis of current mission gaps and deficiencies in operational effectiveness to identify solutions that would fulfill mission requirements; support initial acquisition strategies and oversee production of the USCG Mission Analysis Reports (MARs).

  • Develop a USCG Requirements Integrated Master Schedule that manages the initiation, planning, coordination, document production, execution, and closing of CG-7 projects performed.

  • Manage all DHS Joint Requirements Council (JRC) document production. These include Capability Analysis Study Plans (CASP), Capability Analysis Reports (CAR), Concept of Operations (CONOPS), Operational Requirements Documents (ORD), and integrating these deliverables into the USCG Requirements Integrated Master Schedule (IMS).

  • Assist with organizing, facilitating, or participating in conferences, forums, symposia, events, and meetings.

  • Support the management of current operations by delivering products that facilitate the development of operational strategies.

    Credentials:

  • Master of Arts (MA)/Master of Science (MS).

  • Documented experience performing IMS on multi-mission dollar acquisition efforts.

  • At least four (4) years of experience as a primary IMS scheduler for major projects and Microsoft Project Expertise using IMS functionality.

  • Experience in the acquisition process and with strategic document management.

    Required Qualifications:

  • Five (5) years of management experience.

  • Four (4) years as a primary scheduler utilizing IMS for major projects.

  • Ten (10) years of experience with the USCG or performing similar duties.

  • Experience in the acquisition process and with strategic document management.

    Additional Preferred Qualifications:

  • Master's degree in a relevant or related field, such as a Master of Project Management or Master of Business Administration (MBA).

  • Project Management Professional (PMP) Certified.

    Clearance:

  • No access to Sensitive Security Information (SSI)/Personal Identification Information (PII) or classified information.

  • Possible access to For Official Use Only (FOUO)/Controlled Unclassified Information (CUI) .

  • A contractor-issued identification badge is required for onsite visits.

  • A Common Access Card (CAC) is required for facility and system access, which will require a National Agency Check with Inquiries (NACI) , Federal Bureau of Investigation (FBI) fingerprint check, or or a DoD-determined equivalent investigation or a higher security clearance.
