Class Summary

Job Description

Responsible for supporting all aspects of Treasury operations including managing cash flow, monitoring daily cash balances, wire transfers, merchant processing, debt servicing, accounts receivable, and investment accounting functions.

Essential Duties

  • Support Treasury operations, including cash positioning, wire transfers, and bank account management.

  • Manage daily cash activities, including cash positioning, liquidity management, and forecasting.

  • Support month-end and year-end close processes related to cash and investment accounting.

  • Reconcile principle and interest postings to source documents and financial records.

  • Coordinate with investment managers, broker dealers, and other external parties to ensure accurate and timely recording of investment activity.

  • Oversee merchant processing activities, including credit card transactions, payment gateway management, setting up merchant accounts, and monitoring PCI DSS compliance.

  • Debt servicing activities, including bondholder payments and debt covenant compliance.

  • Development of cash management banking solutions for all departments within the County

  • Evaluating new banking products and services.

Grade

The grade for this position is C42(1).

Minimum Qualifications

  • Bachelor's Degree in Accounting, Finance, Business Administration, or a closely related field;

  • Four (4) years of professional level accounting experience;

  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Qualifications

  • Effective multi-tasking and prioritization of tasks

  • Excellent communication and interpersonal skills

  • SAP or ERP system background

  • This job requires a public safety background check to included motor vehicle histories, criminal histories, and finger printing.

  • This job entails fiduciary responsibility and will require a credit check.

  • This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
