CITY OF PUEBLO Pretreatment Manager in Pueblo, Colorado

POSITION: Pretreatment Manager

DUTIES: Researches, reviews, and implements pretreatment standards to achieve compliance with all applicable federal, state, and local regulations, including the Clean Water Act and the general Pretreatment Regulations Establishes discharge limits, specifies monitoring, and reporting requirements, and issues industrial discharge permits and official notices of violation Coordinates investigations of unauthorized discharges of wastewater in conjunction with other departments and state agencies Maintains records and prepares compliance reports to Federal and State agencies for the Wastewater Pretreatment Program in accordance with Federal regulations, State regulations, and City ordinances Performs documented scheduled and unscheduled on-site visits to permitted local industries for the purpose of inspection, observation, measurement, sampling, and testing pertinent to discharge to the POTW Establishes computerized records for the pretreatment program, including monitoring, inspections, photographic documentation, and other data Develops Standard Operating Procedures Meets with representatives of new industries and commercial enterprises to educate them regarding pretreatment requirements Manages the Fats, Oils, and Grease (FOG) program and develops new programs as required by EPA Regulations Coordinates the review of building plans for compliance with Federal, State, and City regulations Purges and samples monitoring wells, performs river sampling, performs manhole sampling, collects data from sanitary sewer flow monitoring and temperature probes in the surface waters Assigns and schedules duties for and supervises the work of the Lab/Pretreatment Specialist, Permit Compliance Specialist, and the Pretreatment Compliance Technician. Makes recommendations and prepares evidence for legal prosecution of violators, and prepares documentation for enforcement actions Documents and coordinates the Sewer User and High Strength billing accounts, including accounts that require special handling Responds to citizen complaints and makes decisions on requests for sewer adjustments regarding the volumetric component of sanitary sewer rates Coordinates with the Pueblo Board of Water Works regarding the availability and analysis of customer water usage and billing data needed to support wastewater rate decisions, for well augmentation, and for other purpose Prepares and conducts public education programs to inform customers about regulatory issues and proper use of the City's wastewater system

REQUIREMENTS: n addition to the knowledge, skills and abilities listed above, this position requires the following: An associate degree in chemistry, biology, Environmental Science civil or environmental engineering from an accredited college or university o Four (4) years of experience working in the pretreatment field

OR

A bachelor's degree in chemistry, biology, Environmental Science civil or environmental engineering from an accredited college or university o Two (2) years of experience working in the pretreatment field

Documented work experience in performing chemical, physical, and biological tests on wastewater A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment 1. License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 2. During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

OTHER REQUIREMENTS: The employee will be required to complete the EPA Pretreatment 101 Series Training within six (6) months from the date of promotion or hire. Failure to successfully complete this program within six (6) months from the date of promotion or hire may result in demotion or termination. The employee mus obtain certification from the Colorado Operator's Certification Board for a Colorado Class 1 or higher Collection Operator certification and for a Colorado Class D Wastewater Operator certification within one year of promotion or hire. Failure to obtain such certification within two years of promotion or hire may result in demotion or termination. The employee must maintain a Colorado Class R or higher driver's license.

PREFERRED SKILLS: * Two (2) years of experience in a supervisory capacity * A Class I Wastewater Collection Operator Certification is preferred. * A Wastewater Operator Class D certification is preferred

WAGE: $90,648.60 - $110,778.12 Annually

SHIFTS: *40 hours / week *Hours may vary
