DAI is currently seeking a Chief of Party (COP) foran anticipated5-year USAID-fundedCritical Infrastructure Resilience (CIR).The COP will be the direct link withUSAIDand other relevant stakeholders and accountable for achieving project results. This position willbe located ininPristina,Kosovoand is contingent upon donor approval and funding.

TheCritical Infrastructure Resilience (CIR)will work to protect Kosovo’s critical infrastructure by buildingcapacityin responsible institutions to become more resilient against cyber-attacks and mitigate the effects of climate change on the country’s infrastructure to extreme weather seasonality and unpredictability.

TheCOP willbe responsible forprovidingstrategy, technicalleadershipand overall management direction for the program.This position willberesponsible forproject inputs, program strategy, external representation and coordination with project counterparts, USAID, the Government ofKosovo,andother donors within the sector,and otherprogramsas necessary. The COP isultimately responsiblefor compliance with the agreement results and the oversight of programactivities which will meet the statedobjectivesof the program.The COP will havedemonstratedability to work in complex environments and manage diverse andsubstantialteams to deliver impact.

  • Leadtheaccurateand qualityimplementation ofthe programand itsagreed workplans, ensuring the programis flexible, responsive,innovative,and adaptive to change.

  • Work closely with the team toprovidetechnical direction, review all aspects of the program and progress towards delivering program outputs and outcomes, as well as financial (monitoring and forecasting), risk, andUSAIDsatisfaction.

  • In coordination with the team, develop effective relationships with key stakeholders includingGovernment ofKosovoofficials at the national anddistrictlevels.

  • Lead overall program planning, putting in place team structures, technical and operational approaches, infrastructure,monitoringand evaluation (M&E), and feedback loopsrequiredfor program delivery and success and submission of qualitytimelydeliverables.Oversee thetimelysubmission of all agreed deliverables to USAID.

  • Manage, lead, and oversee all long- and short-term staff, and partners in achieving program results, ensuring alignment with DAI’s Diversity, Equity, Engagement, and Inclusive culture.

  • Build and strengthen relationshipsbetween and amongDAI,USAID, otherdonors, policy makers, key programstakeholders, technical and implementing partners,disseminatingaccomplishments andkey lessons learned.

  • Ensure that efficient systems to support all aspects of the program(including sub-grant management, financial,capacitybuilding, performance monitoring and reporting) are in place and support the effective use of project resources in compliance with USAIDrules andregulations andDAIpolicies.

  • Identifyand effectively manage all keyrisksrelated to the program, including compliance withUSAID rules and regulations, local laws,and DAI policies.

  • Represent the project with USAID, Government ofKosovo, donors, partners, and other key stakeholders supporting similar interventions.

Required Qualifications

  • Minimum ofmaster’s degree in a relevant discipline.

  • At least 10 years ofdemonstratedexperience in managing complexinternational developmentprograms.Prior experience as COP or Deputy COP is ideal.

  • Experienceimplementing complex and multi-faceted projects isrequired, withdemonstratedskill in organizing resources andestablishingpriorities.

  • Proven strategic vision, leadership qualities, depth and breadth of technicalexpertiseand experience to fulfil the diverse technical managerial requirements of the program description.

  • Prior experience delivering institutional reform andcapacitybuilding projectsof a similar nature and complexity.

  • Preferredexperience delivering large-scaledigital transformation,cybersecurityor critical infrastructure resilienceprojectsof similar or related nature, size, and complexity.

  • Excellentinterpersonal skills andwritten and oral presentation skills tofulfilthe diverse technical managerial requirements of the program description.

  • Exceptional communication and collaboration skills and a proventrack recordof interacting with other projects, high-level host country governments and international agencies.

  • Proventrack recordof working effectively with government counterparts at various levels,within the context ofEastern Europe and Eurasia.

  • Demonstrated effective personnel management, includinglarge interdisciplinary teams, coordination,creativityand willingness to innovate,and decision-making skills along with an ability to troubleshoot.

  • Proven ability toestablishstrong working relationshipswithclients and other stakeholders,

  • Strong working familiarity with USAID regulations and policies.
