PROGRAM AND JOB DESCRIPTION:

The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the agency. Finance helps to ensure that programs have the information, analysis, funding, and capacity to deliver critical services effectively and meet DOHMH's public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue.

As a Deputy Agency Chief Contracting Officer (DACCO) in the Bureau of the Agency Chief Contracting Officer (ACCO), you will: closely coordinate with all units in the ACCO’s Office, as well as with key staff throughout the agency; direct a staff of managerial, professional and administrative employees;, and will manage multiple units in the Bureau. While the actual assigned areas of responsibility will depend upon the skills of the chosen candidate, it It is anticipated that at the time of appointment, the selected candidate will be responsible for managing the Purchasing unit, the p-card program, and managing the agency’s Local Law 63 plan, and will be expected to closely coordinate with all units in the ACCO’s Office, as well as with key staff throughout the agency.

At the time of appointment, it is anticipated that your specific responsibilities would include:

  • Manage the Purchasing Unit. Lead the Purchasing team by ensuring that all purchases are processed efficiently, within established timeframes, and in full compliance with City and agency procurement rules and guidelines. Remain fully apprised of administrative and operational issues and practices of the team; independently investigate and resolve issues; communicate appropriate issues to the ACCO and Senior DACCO. Change and/or develop, and implement, practices to maximize efficiencies. Monitor fair and reasonable price analyses. Guide and encourage the growth and development of team members.

  • Manage the agency’s p-card program. Ensure that p-card transactions are appropriate and that they comply with the Procurement Policy Board (PPB) Rules, DCAS P-Card Policies, Comptroller Directives, and agency guidelines; enforce compliance as necessary. Liaise with DCAS as necessary. Analyze and report on p-card spending trends; work to continuously improve the utilization of certified M/WBE vendors in p-card transactions. Regularly review and update the agency’s p-card policy and, working with the ACCO and Senior DACCO, develop and implement ways to optimize the use of p-cards to promote efficient procurement in the agency. Ensure that agency p-card holders and other stakeholders receive periodic training.

  • Manage the agency’s annual Local Law 63 Plan. Work with Divisions and Bureaus to ensure that all Local Law 63-eligible procurements are on the annual Local Law 63 Plan. Analyze entries, manage additions to the plan throughout the year, answer questions about the local law and the agency’s plan, work with Human Resources as appropriate for displacement determinations.

  • Bureau-wide responsibilities. Coordinate and collaborate with all stakeholders in the procurement process. Utilize, and maintain expertise in, various Citywide procurement-related systems, including DMSS, FMS, PASSPort, the M/WBE Online Directory, and various internal systems for managing procurements. Review and approve actions and responsibility determinations on behalf of the ACCO. Participate in emergency management activities, including the agency’s Incident Command System (ICS) and processing emergency purchases. Continuously work to anticipate the procurement needs of the agency, and develop and implement work plans to meet these needs. Provide technical advice and quality assurance to staff to ensure that work is performed correctly, and develop and implement procedures for the efficient management of contract, procurement and purchasing activities. Assist the ACCO and Senior DACCO to ensure the integrity of the procurement process; advise on decisions concerning the award, administration, renewal or termination of POs, contracts, or procurements. Advise and train agency staff on appropriate procurement methodology and applicability of local procurement law. Keep abreast of changes in procurement rules and practices, and effectively implement these changes in the agency. Represent the ACCO in key meetings with senior internal and external officials and in negotiations with vendors.

Qualifications

  1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

  2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

  3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
