City of New York Agency Chief Contracting Officer (ACCO) in New York, New York

Job Description

DOB is seeking an exceptional procurement professional to serve as Agency Chief Contracting Officer (ACCO) overseeing the Agency's Procurement unit. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, including reviewing, approving, and executing documents on behalf of the Agency. Candidates should be highly motivated, detail oriented and able to manage several large scale contracts. The ACCO will report directly to the Assistant Commissioner for Financial Management.

Duties may include but not be limited to:

  • Assuring the planning and implementation of agency procurement activities are in compliance with all applicable Federal, State and City procurement rules and regulations.

  • Managing staff responsible for the procurement of goods, services and equipment

  • Providing advice and counsel to the Assistant Commissioner and senior management regarding procurement policies and regulations including but not limited to: PPB Rules, MOCS policies, Comptroller Directives, City Charter, Mayoral Executive Orders and other applicable laws and regulations.

  • Planning and implementing the Agency's participation in the MWBE program.

  • Providing contract manager training to Agency end-users and stakeholders

  • Serving as agency liaison to other City Agencies as it relates to procurement and contract services

  • Overseeing contracts from their inception through registration and subsequent payment which includes: reviewing proposals and negotiating adequate deliverables, contract drafting, identifying and facilitating the resolution of contract and procurement issues; performing amendments, executing renewals and re-solicitations as needed; preparing and approving requisitions and encumbrances in the Financial Management System and PASSPort.

  • Drafting, reviewing, and/or editing procurement solicitations, including but not limited to, Request for Invitation for Bid, Request for Proposals, Intergovernmental Procurements, Negotiated Acquisitions and Small Purchases.

  • Serving as unit expert in FMS and APT functions.

  • Attending ACCO meetings and updating the Assistant Commissioner and colleagues on any new developments and policies which affect Agency contracts.

  • Working collegiately with staff in other units to complete tasks requiring interdisciplinary input

Qualifications

  1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

  2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

SPECIAL NOTE:

Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
