Summary This position is located at VOA News Center Foreign Desk, Nairobi Correspondent Bureau; the incumbent assigns, coordinates and facilitates all news and feature material and content elements for all platforms. Responsibilities As a Coverage Editor, you will be responsible for duties to include, but are not limited to: Duty 1: Makes and Coordinates Coverage Assignments - Determines day-to-day coverage assignments and deadlines for assigned correspondents and stringers throughout the region. - Reviews a wide variety of regional and global news sources to keep abreast of news events, developments, and trends across the region of focus and make assignments accordingly. - Coordinates with News Center Editors in Washington as well as the relevant Divisions and Language Services to determine daily priorities. - Balances priorities with resources, interfaces with News Center Editors and Divisions to deliver content in a timely basis. - Makes general assignments based on news events/developments, content of interest to programmers, taking into account language services shows and deadlines. - Coordinates with the correspondents and stringers to develop reports for appropriate platform delivery (web, TV, social media and radio). - Works with correspondents and stringers covering breaking news and traveling for assigned beats to use Twitter or other social media platforms to get news out as quickly as possible. - Provides a daily insight in the format and system to layout all planned coverage, deadlines and platforms; updates at end of shift with anything still expected. - Ensures the top stories of the region make it into all of the daily programs broadcasting to the region through coordination with relevant programmers and broadcasters. - Assigns correspondents or stringers to file web text and other elements first or have them format radio and TV reports for the web. Duty 2: Provides Editorial Oversight - Checks incoming reports for all platforms to ensure they adhere to the story as assigned and to VOA reporting standards. - Insofar as possible, performs the first edit on scripts coming out of region of focus. - Gives clear direction to staff on substance, accuracy, and balance in all reporting. - Works with the correspondents and freelance journalists to ensure news reports from this beat are for all platforms- Internet, mobile, social, TV and radio. - Facilitates and enables Language Service content to enter VOA workflows in CMS, MAM, file sharing and other platforms. Duty 3: Serves as Contracting Officer and manages stringers in the region. - Serves as the Contracting Officer for the region and is the alternate contracting officer for the other News Center Bureaus. - Manages a substantial stringer budget for this region. - Recruits, trains and coordinates assignments and activities of freelance reporters throughout the assigned region to contribute audio, video, photographs or digital material to the VOA News Center. - Works closely with the relevant Divisions in seeking out and maintaining a stringer network. - Approves invoices and payments to stringers. - Takes warrant holder training and remains up to date with warrant requirements. Requirements Conditions of Employment Qualifications Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the FP-03 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. - Knowledge of the principles and methods of journalism. - Ability to effectively deliver news and information programming to an international audience. - Ability to manage newsgathering, program preparation and production, and broadcasting operations in a variety of formats. - Ability to coordinate the activities of a professional staff working against deadlines to meet the programming needs of the broadcast service. - Ability to adapt VOA production elements to multimedia platforms.
