Project Director, Advancing Liberia’ Diagnostic Network Project

The Project Director will manage a multi-million, five-year Center for Disease Control (CDC)-funded project. The project aims to innovate, implement, and evaluate approaches to One Health laboratory diagnostic network optimization and specimen transport in Liberia. It is designed to address the inter-dependence of a comprehensive, resource-mapped, accredited national and sub-national laboratory network, the physical transportation architecture required to transfer network commodities (namely human, animal, and environmental specimens) point-to-point, and the optimization of digital communication, information, and supply chain systems necessary to sustain the network itself. 

The Project Director will provide overall vision and leadership for the project including technical direction; external engagement with the Center for Disease Control (CDC) in Atlanta and Liberia, subgrantees, the Liberian Ministry of Health, the National Public Health Institute of Liberia, and stakeholders; project delivery oversight; and financial and contractual compliance.

The position is based in Monrovia , Liberia with international travel. The position reports to the Global Health and Development line of business lead. The role will require international travel up to 30%.

Responsibilities:

In collaboration with the CDC, the Project Director is responsible for driving, articulating, and implementing a strategic vision for the project. This role will provide oversight of project activities, develop and maintain strong partner and client relationships, ensure efficient and compliant project, financial, and contractual management, and support the project’s thought leadership contributions. Responsibilities specifically include:

• Liaise routinely with the CDC and government stakeholders on project planning, execution, contract and budgeting issues, and other high-level management issues. Serve as primary strategic point of contact for subgrantees.

• Set direction for annual workplan development and implementation. Identify opportunities for integrated planning and implementation to create synergies between program areas.

• Cultivate relationships with key stakeholders

• Directly and indirectly supervise project staff including supporting staff orientation, career development and staff performance.

• Mentor, support, manage, and inspire a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.

• Lead the partner consortium to leverage the full power of the partnership to meet project objectives and client needs.

• Ensure quality program implementation, including financial and operational policies and processes.

• Guide the analysis, synthesis, and reporting of outputs and results in collaboration with the monitoring, evaluation and learning team.

• Represent the project at outside meetings, conferences, and other CDC-endorsed events.

• Ensure that the project meets all contractual deliverables and reporting requirements.

Required Experience and Qualifications:

• A minimum of a Master’s degree in science, public health, or an equivalent field.

• A minimum of 10 years of experience working in global health, including the following:

• A minimum of 5 years of experience as lead or deputy lead for projects with similar scale, scope, and complexity.

• A minimum of 5 years of experience engaging with the USG operating environments, policies, and initiatives, preferably with the CDC

• A minimum of 5 years working with and maintaining relationships with host country governments, international organizations (including senior government officials), and US Government Agencies as part of donor funded programs

• At least 5 years of experience living, working, and implementing donor-funded programs in Liberia.

• At least 3 years of experience global health security or infectious disease programs, ideally with activities related to improving diagnostic networks and laboratory strengthening.

• Fluency in English
