Monitoring and Evaluation Director , Advancing Liberia’ Diagnostic Network Project

Project Description

ICF is seeking a motivated Monitoring and Evaluation (M&E) Director to support a multi-million, five-year Center for Disease Control (CDC)-funded project. The project aims to innovate, implement, and evaluate approaches to One Health laboratory diagnostic network optimization and specimen transport in Liberia. It is designed to address the inter-dependence of a comprehensive, resource-mapped, accredited national and sub-national laboratory network, the physical transportation architecture required to transfer network commodities (namely human, animal, and environmental specimens) point-to-point, and the optimization of digital communication, information, and supply chain systems necessary to sustain the network itself.  

Job Summary

This position, working under the Project Director, will provide strategic direction and senior-level M&E support to the project. This position leads a team of geographically dispersed professionals and liaises across the project consortium to fold partner contributions and insights into the M&E portfolio. The M&E Director is also responsible for ensuring compliance with the project’s contract requirements related to M&E and sustainability and will supervise select project staff. Strong coaching and mentoring skills are essential.

The position is based in Monrovia, Liberia , with minimal international travel. The position reports to the Project Director.

Responsibilities

  • Lead conversations with the project’s Management Team and CDCregardingM&E, sustainability, evidence, and innovation

  • Lead team to finalize development of the project’s M&E products.

  • Ensure compliance with the project’s M&E requirements and reporting

  • Liaise with project’s technical team and country programs to establishappropriate targets for work plans.

  • Lead M&E team to develop the project’s overall M&E system, including indicator selection and adaptation, data collection, analysis, and reporting.

  • Review the project’s technical portfolio to identify opportunities for gathering and generating evidence, and testing innovations in support of diagnostic network and surveillance system strengthening

  • Support key programmatic reporting, including working with communications advisor for the development of strong project success stories.

Required Qualifications

  • Minimum Master’s degree or higher in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics

  • 8+ years of experience leading or serving as a lead or deputy lead for USG-funded health programs of similar size and scope.

  • 5+ years of experience developing measurement approaches and project-level M&E systems for donor-funded programs

  • 2+ year of experience leading a team of mid- to senior-level professionals in support of the overall M&E needs of a project.

  • 2+ years experience working on USG-funded programs

  • Excellent written and oral English skills
