The Opportunity

Abt Global seeks qualified Technical Leads for the anticipated, four-year, USAID-funded Pakistan Climate Resilient Water Governance Activity (CRWGA). This activity will promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, CRWGA will focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country.

As a Technical Lead, you will be responsible for assisting the Deputy Chief of Party (DCOP) in developing and refining the project’s technical approach and supporting the day-to-day implementation of CRWGA project activities. You will help achieve overall project objectives, annual work plan and targets, and key ad hoc activities.

We are looking for candidates with a strong understanding of Pakistan's climate and water governance policies and the challenges in implementing them. Essential skills include technical expertise in the following areas:

• Water governance systems,

• Community-led water projects,

• Private sector engagement,

• Water policy advocacy, and

• Capacity strengthening in the local water sector.

Experience in working directly with government officials to influence policy changes is highly valued.

The position, which reports directly to the DCOP, is anticipated to be full-time for four years. It will be based in Pakistan—likely in the main project office in Islamabad—and is contingent upon program award and USAID approval.

What We Value

• Minimum of a Bachelor’s degree in international development studies, environmental science or policy, public policy/administration, applied/environmental economics, finance, or another relevant field is required.

• Minimum of five years of experience in implementation of donor-funded projects—climate adaptation, water resources management, or flood management activities preferred.

• Knowledge of Pakistan’s climate, water governance, and agricultural policies and the challenges facing their implementation required.

• Demonstrated technical expertise in some combination of the following: water governance and management systems, community-led water systems, private sector engagement, market-oriented water management systems, water and agricultural policy advocacy and reform, capacity strengthening, green infrastructure and nature-based solutions, safe drinking water, ecosystem services, urban flooding, and flood water management.

• Knowledge of inclusion of marginalized populations is preferred.

• Experience with USAID-funded activities preferred.

• Excellent verbal and written communication skills in English and Urdu are required.
