The Department of Water Management is seeking an energetic and well organized individual for the role of Code Enforcement Officer I. Please note that this position is not an inspectors position. This key position supports the Cross Connection Control (CCC) Group which administers a backflow preventer program in order to protect the public water supply from residential and non-residential cross connections.

Currently, there are over 18,500 known backflow preventers in Durham. Due to the growth and redevelopment of the City’s water service area, the CCC group is also charged with inspecting and maintaining annual testing requirements on an increasing number of new backflows (over 700 each year since 2011). There are also unknown cross connections that this position would help identify and assist in bringing into compliance.

This is a fast-paced environment that involves interaction with contractors, business owners, and the public. In addition to strong organizational skills, the successful candidate will be proficient in Word, Excel, SharePoint Platform to manage internal and external web postings, assist the Inspectors, and entering data into the LDO database system and the Cross Connection database electronic portal. Duties include, but are not limited to, investigating for non-compliance, documenting violations, issuing Water Termination Letters, performing lock/unlock of water meters, and responding to technical issues of licensing, permitting, or CCC-related City ordinances and state laws.

Duties/Responsibilities

  • Performing inspections of properties for violations of City codes and ordinances related to cross connection control and facilitating remediation of non-compliant properties by working with other staff to address issues.

  • Gathers, compiles, and maintains evidence through written, photographic, and electronic records; prepares and maintains reports, case files, notification letters, and other documentation; maintains databases and online systems; enters, updates, researches, and compiles information, ensuring accuracy and compliance with applicable regulations, policies, and procedures.

  • Coordinates with residents, property owners, and City departments, and/or external agencies; attends meetings to respond to complaints and inquiries; reports violations; prepares and sends notification letters; testifies in court; and provides public information about departmental operations

Minimum Qualifications & Experience

  • High School Diploma or equivalent (GED, HiSet, TASC)

  • Three years of related experience sufficient to understand the basic operational, technical or office processes involved in the assignment.

  • A valid North Carolina Class C Driver’s license with a satisfactory driving record OR, If you have a valid license from a State other than North Carolina, must be willing and able to obtain a valid, unrestricted NC driver's license within 60 days of hire

Additional Preferred Skills

  • Technical and/or administrative experience with plumbing or cross connection control

  • Knowledgeable of applicable laws and regulatory codes/ordinances relevant to permitting and compliance

  • Basic proficiency in MS Office applications

  • Customer service experience

  • The ability to communicate effectively both in writing and orally

  • The ability to balance and organize office functions and field tasks

  • The ability to investigate residential and non-residential properties for codes violations

  • Be effective in building relationships with contractors, business owners, and the public
