FHI360 Monitoring, Evaluation, and Learning (M&E) Specialist in Bamako, Mali

Job Summary:

The M&E Advisor will design, plan, and oversee the implementation of the CEP M&E Plan. He will analyze data against indicators to measure performance and report findings to USAID and senior management. He will develop and oversee learning agenda, complaint and response mechanisms, and accountability initiatives. He will provide TA to grantees to support M&E and reporting. He will oversee Communication Officer. He will report directly to the DCOP.


  • Develop and implement the performance monitoring and evaluation plan and CEP’s Learning Agenda

  • Work with USAID staff, including program and technical sector M&E staff, to develop relevant indicators to track and measure project implementation, outcomes, and impact, and identify unique opportunities and cost-effective methodologies to contribute to the evidence base (e.g., mixed-methods approaches, operational research/implementation science, use of innovative approaches and technologies), capture transformational change (e.g., norms, perceptions, empowerment and inclusion, public trust in government), prevent unintended harm, and develop flexible mechanisms for adaptive management and learning throughout the project implementation cycle.

  • Provide M&EL support to grantees and sub-contractors to improve their proposals in line with CEP targets.

  • Manage the online database of the program in collaboration with ISS Business solution team;

  • Provide capacity building to program staff on the database feeding.

  • Provide M&E monitoring visits to project sites, analyze and provide feedback to DCOP, stakeholders, and project partners

  • Serve as a member of the start-up team, being able to mobilize by Week 2 of the project

  • Serve as a member of the CEP Senior Management Team, communicating daily with the team and tracking project progress, discussing potential issues, and providing support to the team

  • Liaise with GOM officials at national, regional, and local levels, as needed

  • Coordinate and liaise with other key external stakeholders, including other USAID implementing partners

  • Ensure gender integration and mainstreaming, as well as the design and review of integrated activities in support of marginalized persons

  • Participate in the documentation and dissemination of project activities

  • Work with project staff to develop materials to promote the project and disseminate key project results in consultation with COP;

  • Draft program weekly, quarterly and annual reports.

  • Support program documents translations.

  • Participate in the monthly plans design and evaluation.

  • Organize program mid-year review with partners

  • Support GGB mentors in designing indicators with the communities.

  • Ensure conflict-sensitive implementation through regular activity reviews and adjustments as directed by the COP

  • Participate and support any other tasks that may contribute to the program success.


  • Bachelor's Degree or its International Equivalent in Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.


  • At least five years of experience in M&E on international development programs

  • Strong management, communication, and interpersonal skills

  • Familiarity with the political, social, and cultural context of Mali

  • Skills in working as a part of a multi-disciplinary team

  • Demonstrated leadership, versatility, and integrity

  • Good command of English

  • Proficiency with database management software and on-line search tools required.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

  • Must be able to read, write, and speak fluent English.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Dans le cadre de la mise en œuvre du programme d'Engagement Civique (PEC) de l’USAID au Mali, FHI 360 cherche des candidats qualifiés pour assurer le poste de Specialiste en Suivi & Evaluation et Apprentissage.

Le/La Specialiste en Suivi & Evaluation (S&E) concevra, planifiera et supervisera la mise enœuvre du plan de S&E du projet. Il/Elle analysera les données par rapport aux indicateurs pourmesurer les performances et les résultats à rapporter à l'USAID et à la direction du Programme. Il/Elle élaborera et supervisera le programme d'apprentissage, les mécanismes de collecte des feedbacks et de réponses, et les initiatives de responsabilisation. Il /Elle fournira une assistance technique aux bénéficiaires pour soutenir le suivi, l'évaluation et la préparation de rapports. Il/Elle supervisera l'agent de communication. Il/Elle se rapportera directement à la directrice Adjointe du Programme (DCOP).

Taches Principales:

• Élaborer et mettre en œuvre le Plan de Suivi et Evaluation de la Performance (PMP) et leprogramme d’apprentissage de PEC.• Travailler avec l'USAID notamment les charges de S&E du programme et les responsablestechniques pour élaborer des indicateurs pertinents.• Assurer une mise en œuvre du programme sensible aux conflits grâce aux révisions etajustements réguliers des activités conformément aux directives du Directeur du Programme• Prévenir des dommages tout au long du cycle de capter des changements transformationnels (normes, perceptions, autonomisation et inclusion...)

• Fournir un soutien en Suivi, Evaluation & Apprentissage aux bénéficiaires et sous-traitantspour améliorer leurs propositions conformément aux objectifs de PEC.• Gérer la base de données en ligne du programme en collaboration avec l’équipe de solutionsISS Business;• Fournir un renforcement des capacités au personnel du programme pour l’alimentation de labase de données.• Fournir des visites S&E sur les sites du projet, analyser et fournir des feedbacks etcommentaires à la directrice Adjointe du Programme, aux parties prenantes et aux partenaires du projet.• Servir en tant que membre de l'équipe de direction du PEC, communiquer quotidiennementavec l'équipe et suivre l'avancement du projet, discuter des problèmes potentiels, et apporterun soutien à l'équipe.• Assurer la liaison avec les responsables du GOM au niveau national, régional et local, sinécessaire.• Coordonner et assurer la liaison avec d’autres parties prenantes externes clés, y comprisd’autres partenaires de mise en œuvre de l’USAID.• Assurer l'intégration du genre, ainsi que la conception et la révision des activités intégrées enfaveur des personnes marginalisées• Participer à la documentation et à la visibilité des activités du projet• Travailler avec le personnel du projet pour développer du matériel de promotion du projet etcommuniquer les résultats clés du projet en consultation avec le Directeur du Programme• Rédiger des rapports hebdomadaires, trimestriels et annuels du programme.• Faire les traductions des documents de support du programme.• Participer à la conception et à l’évaluation des plans mensuels.• Organiser la revue semestrielle du programme avec les partenaires• Soutenir les mentors GGB dans la conception d'indicateurs avec les communautés.

Qualifications :

• Bac + 4 en sciences sociales, Economie, Statistiques ou tout autre diplome dans un domaine pertinent.• Au moins cinq ans d’expérience en matière de S&E sur les programmes de développementinternational.• Excellent niveau de commande de l'Anglais de preference.• Solides compétences en gestion, communication et relations interpersonnelles• Connaissance du contexte politique, social et culturel du Mali• Compétences dans le travail en équipe multidisciplinaire• Leadership, polyvalence et intégrité démontrés
