DESCRIPTION

The Maryland Transit Administration (MTA) is recruiting for a dynamic and experienced Contracting Officer to join our team where you will play a pivotal role in overseeing major capital projects, including the Purple Line, Red Line, and Southern Maryland Rapid Transit. This role involves strategic decision-making, performance of all necessary actions for effective contracting, ensuring compliance, and the safeguarding of Maryland’s transportation interests.

This position reports directly to the Executive Director of Transit Development & Delivery and involves overseeing and managing sections within the Transit Development & Delivery office, primarily consisting of contractors and at least 10 full-time consultants.

KEY RESPONSIBILITIES

  • Oversee implementation of contracting policies and procedures.

  • Review and evaluate contractor contract modification documentation, providing action to be taken.

  • Monitor, review, and advise whether the contractor's performance is in compliance with terms and conditions of the contract specifications, recommending action to be taken.

  • Review, verify, and recommend approval of the contractor invoices; develops, implements, and monitors prompt payment procedures for contractor payment requests; and ensures that required documentation is maintained to support these payments.

  • Assemble and evaluate complex claim and dispute files.

  • Review and analyze contractor’s claims for entitlement, cost or time adjustments, including delay, breach of contract, termination or other causes.

  • Maintain effective working relationships with interfacing functional areas.

  • Works in close coordination with the Office of the Attorney General (OAG) and other legal representatives for MTA identifying potential risk areas and devises solutions for risk mitigation in collaboration with OAG, Risk Management, and other stakeholders, as needed.

  • Maintain contract file system from development, pre-award, post-award, and termination or closure and maintain files of all surveillance, correspondence, sample determinations, and other pertinent contract data using Egnyte, Documents Review and Comments (DRC), and Project Management Control System (PMCS), as appropriate.

  • Provide daily and strategic consultation to facilitate procurement and contracting decisions, development of requirements, technical specifications, and scopes of services.

  • Responsible for establishing and enforcing controls with respect to schedule approval and maintenance, as well as all procedures concerning contract changes, claims and associated payments.

  • Participate in Board of Public Works Review Group meetings as well as Board of Public Works as appropriate.

Qualifications

PREFERRED QUALIFICATIONS:

Education : Bachelor’s degree in Business Administration, Accounting, Finance, Management, Supply Chain Management, or related field. In lieu of a Bachelor’s Degree, a high school diploma or GED and an additional seven (7) years of experience in developing and administering requests for proposals and/or quotations, specifications, scope of work, and different types of contracts and agreements may be considered.

Experience: Minimum of five (5) years of progressive experience in contracting/procurement, including at least 2 years in a leadership role.

Note:

  1. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

Licenses & Certifications

Certification by the National Contract Management Association, as a Certified Professional Contract Manager (CPCM) is highly desirable.
