Job Description:

The Director manages, directs, and coordinates the activities of the MaineDOT Contract Procurement Office (CPO) which include procurement support, contract development and compliance oversight, for non-construction (engineering, transportation service and architectural services) and municipal/interagency cooperative agreements. The Director creates a framework to ensure CPO has the required subject matter expertise in all applicable regulations to facilitate procurement for MaineDOT. Additionally, the Director continually and critically reviews contracting processes balancing risk management and organizational efficiencies. The Director serves as primary liaison with other entities such as the Federal Highway Administration, Federal Transit Administration, State Division of Purchases and the State Controller. Technical work includes overseeing the Request for Proposal (RFP) and Request for Qualifications (RFQ) processes, contract writing, ensuring that all non-construction contracts meet state and federal requirements; developing and implementing division policies and procures; program planning, development, evaluation, and meeting with consultants and other providers; overseeing the compilation and management of data information; and performing staff management functions. The Director works collaboratively with other contracting units at MaineDOT, bureau directors, and program managers to ensure that MaineDOT procurement is consistent, accessible, and customer-service oriented. The Director will lead, over the next several years, CPO efforts to automate and to develop robust training for contracting processes.

To be minimally qualified for this position candidates must provide evidence of the following experience:

• A proven ability to work collaboratively with project and program managers in arriving at thoughtful, best practice solutions that support the attainment of organizational goals.

• An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities.

• A proven ability to lead a team toward successful accomplishment of the missions of the organization.

• A solid ability to communicate effectively and efficiently both orally and in writing to consultants, customer agencies, team members, management peers and executive managers.

• An ability to read, comprehend, and apply complex contract and regulatory language.

• An ability to think abstractly but act deliberately to develop and achieve strategic organizational goals.

• A demonstrated ability to plan and manage a portfolio of complex projects.

• Experience and interest in developing and supporting a customer-centric model of service.

• Experience in the use of Microsoft Word, Excel, Outlook, and Adobe.

• Experience in contract procurement.

Preference may be extended to candidates with a bachelors’ degree or an advanced degree such as an MBA in a related field.
