Are you passionate about helping people recover from disasters? The Recovery Program Officer is an exciting new position being created to support the State of Maine’s largest disaster recovery program. This is impactful work promoting, coordinating, and facilitating disaster recovery for State entities, Tribal governments, County/Local governments, and certain private non-profits. Responsibilities include general grant management, programmatic and policy support, strategic planning, developing training programs and educational materials, packaging and coordinating federal and state financial assistance, acting as liaison with state and federal agencies, performing site inspection and assessments, and planning and coordinating disaster recovery resources.

Primary responsibilities include:

  • Provide disaster recovery guidance and expertise to applicants (State, Local, Tribal, Territorial, and eligible Private Non-Profits) across technical programmatic areas to include but not limited to eligibility, procurement, programmatic requirements, compliance, extensions, appeals, closeouts, and audits.

  • Attend in-person and virtual meetings across the State to serve as a support and representative of State emergency management and public infrastructure disaster recovery.

  • Track applicants’ progression through the Public Assistance Program Delivery Model and monitor applicant activities to ensure State and Federal compliance.

  • Partner and coordinate with the Public Assistance Grant Administrator to ensure that programmatic tracking requirements are aligned with fiscal tracking requirements.

  • Serve as a liaison for applicants to other State and Federal agencies associated with environmental and historic preservation requirements.

  • Monitor changes to law, regulation, policy, and guidance documentation pertaining to the Public Assistance grant program.

  • Create accessible reference documentation for applicants and partner agencies pertaining to disaster preparedness or changes in State and Federal law, regulation, policy, or guidance.

  • Provide accessible training to applicants on all aspects of the Public Assistance program.

  • Assist with the planning and executing of Initial Damage Assessment and the joint Preliminary Damage Assessment process across areas that have obtained significant damages under a Stafford Act incident.

  • Develop recommendations or policy based on the existing situation.

Skills or knowledge required:

  • Knowledge of Emergency Management practices and related fields

  • Knowledge of public infrastructure disaster recovery activities

  • Knowledge of the structure & functions of federal, state, tribal, county & local government

  • Knowledge of grants and accessibility of federal and state funds

  • Knowledge of federal and state law and disaster recovery programmatic requirements

  • Ability to manage multiple priorities with strong skills in problem-solving

  • Ability to communicate effectively in writing and verbally

  • Ability to perform basic accounting work

  • Ability to organize and coordinate activities across stakeholders

  • Ability to establish and maintain effective working relationships

  • Ability to develop and analyze complex programmatic and financial information

  • Ability to work both independently and in a team environment.

Minimum qualifications:

Education, training, and/or experience demonstrating competence in contract or grant administration.
